* WHAT...Freezing rain that may begin as a brief period of snow
  and sleet. Total ice accumulation of one to two tenths of an
  inch and a light sleet accumulation.

* WHERE...Portions of eastern and southeast Virginia and
  northeast North Carolina.

* WHEN...From 1 AM to 4 PM EST Thursday.

* IMPACTS...Power outages and tree damage are likely due to the
  ice. Travel could be difficult. The hazardous conditions will
  impact the morning commute.
